Several items have been buffed, such as Duskblade, Moonstone, and Quickblades, while others like Ghostblade have been nerfed. Starting with item changes, Duskblade receives solid buffs, making it a viable pickup. This is good news for champions like Samira who have found success with Duskblade in the previous patch. Kraken Slayer, previously considered niche and weak, receives buffs to its damage type, scaling, and ratios, making it a more viable option as a third or fourth damaged item. Moonstone, overshadowed by Echoes of Helia, is buffed to improve its healing capabilities. Quickblades also receives buffs to attack damage and mythic passive, making it a stronger choice, especially with Galeforce being nerfed. Static Shiv, underperforming so far, gets damage buffs, indirectly benefiting ADCs like Jinx, Aphelios, and Tristana.

 

Several items nerfs are also implemented in this patch. Ardent Censer's bonus attack speed is significantly reduced, affecting powerful enchanters like Lulu, Janna, and Sona. Echoes of Helia's heal and damage are toned down, affecting champions relying on this item like Ahri and Sona. Hurricane's bonus magic damage on-hit is halved, affecting champions like Kog'Maw and Xayah. Galeforce receives nerfs to its active damage and maximum execute damage, while Stormrazor's attack damage, energized damage, and AD ratio are reduced. Ghostblade considered the best lethality mythic in the previous patch, receives healthy nerfs, reducing its bonus lethality, haste, and distance per passive stack.

 

Moving on to champion changes, Renekton receives buffs to his E cooldown, ultimate cooldown, and damage per second, improving his overall power. Akali's Q damage is increased by 10 at all ranks, making her more threatening in extended skirmishes. Azir, Twisted Fate, and Aurelion Sol receive buffs to various abilities, making them more viable choices. Ivern's quality of life changes improve his Q jump logic, W on-hit damage application, and E refresh mechanics, potentially increasing his strength.

 

In the top lane, Malphite, Camille, and Ornn remain in the OP tier, while Akali moves up to the B tier with her Q buff. Trinity Force users like Camille and Jax become stronger, potentially reaching the OP tier. 

 

In the jungle, Kha'Zix, Jarvan, and Evelynn make up the OP tier, while Hecarim moves down to the A tier due to the Ghostblade nerfs. Amumu receives a partial revert of his W buff, placing him in the B tier.

 

For mid-lane, Annie, Ahri, and Pantheon form the OP tier, with Talon and Zed dropping down due to the Ghostblade changes. Malzahar, Aurelion Sol, and Annie are recommended for climbing in low ELO. 

 

In the bot lane, Kalista receives buffs, compensating for base AD changes and ensuring her auto attacks do not miss when targets leave vision. The tier list for the bot lane remains relatively unchanged.

 

Overall, patch 13.11 brings significant item alterations, champion changes, and adjustments to the tier list. Players should consider the buffs and nerf when making item and champion choices in their solo queue games.
