To do this, you just need to fully charge a planet with Ratchet or Rivet. Once you are loaded on the surface and out of your ship, come back to your ship and travel, be sure to choose the opposite character on any planet. Select the character and start flying. Once the ship is deformed to load the next planet with the planet on the screen, press the Options button to exit the game and recharge. Now you should be on the planet in which you were, but now with Rivet or Ratchet!

This is currently the only known method to switch between the two characters at will at Rift Apart. But it is very possible that this is solved in a future update.
