Welcome to our Frostblink of Wintry Blast Occultist build guide for PoE 3.23! This build is an absolute blast to play, zooming through Wraeclast by dealing massive damage while accepting the occasional death as part of the softcore playstyle. ↖ The Concept

We use Frostblink, paired with Cast on Critical Strike (C on C), to create a pseudo Flicker Strike that has better cursor tracking. It's still hard to control though, especially against bosses such as Uber Elder and Maven.

 

↖ Build Overview

• Damage Output: Around 240-250 million damage on average, which is overkill for most content.
• Key Mechanism: We use Cyclone in order to trigger crits which then casts Frostblink.
• Effective Trigger Rate: Around 14.49 – this is achieved through Mageblood and Badge of the Brotherhood.
• Attack Speed: We need quite a lot of it and we're sitting at around 14.8 attacks per second.

 

↖ Defensive Layers

• Chill Effect: This is central to the build and increases our damage significantly.
• Cold Damage from Cyclone and Occultist Ascendancy.
• Our Frostblink setup with Unbound Ailments and Bone Chill.
• And lastly, we have Frostbite for cursing.

 

↖ Gear Breakdown

• Weapon: We're looking to craft a rune dagger with fractured Global Crit Multi or Crit Chance. You'll be using Essences of Zeal + veiled chaos orb at the end.
• Chest: The movement skill buffs provided by Bronn's Lithe are crucial here.
• Amulet: Badge of the Brotherhood – it allows us to balance power + frenzy charges perfectly.
• Rings: We're looking for max power charges and damage per power charge here. Malachai's Loop is a very valuable addition.
• Gloves: We want increased damage against chilled enemies on these, attack speed is also nice.
• Belt: Mageblood is super flexible and offers crazy flask uptime!
• Boots: Movement speed from Seven League Step is always good – we're aiming to go fast!

 

 

↖ Jewels and Flasks

• Unique Jewels: That Which Was Taken – coin strike, ell reflect, phasing.
• Cluster Jewels: Aim for Cast on Crit clusters and reservation efficiency.
• Watcher's Eye: Lookout for damage enhancing mods here.
• Flasks: Diamond Flask for crit, Bottled Faith for damage + crit.

 

↖ Skill Tree and Passives

• Focus on grabbing power charge nodes, critical strike improvements, life + resistance balancing
• Start with getting Runebinder + Runesmith early
• Finally, pick up Ash, Frost, and Storm for increased elemental damage.

 

 

↖ Mapping and Bossing

• For mapping we aim to control + move at high speeds.
• Against bosses prioritize positioning properly + using Frostblink effectively. Also don't forget to use Curse Ground as well as manually casting Frostbite!
• Make sure you're using your flasks effectively so that you can maximize your damage output while still managing your survival.
